Go, teamwork! The ASPCA, Best Friends Animal Society, The Humane Society of the United States, Humane Society Legislative Fund, Humane Society Veterinary Medical Association and Change.org have gathered approximately 350,000 letters, comments and signatures from citizens speaking out against puppy mills. Yesterday, the information was hand-delivered to the D.C. headquarters of the U.S. Department of Agriculture in support of the agency’s efforts to regulate unlicensed puppy mills.

“The enormous public response to the USDA’s proposed rule illustrates just how strongly Americans support greater oversight of unlicensed puppy mills,” says Nancy Perry, Senior Vice President of ASPCA Government Relations. “We have witnessed the abhorrent cruelty that often exists behind the pictures of happy puppies posted on a breeder’s website, and this rule would crack down on the worst Internet breeders.”

The USDA has proposed a rule that will require large-scale commercial breeders that sell pets over the Internet or by mail or phone, sight-unseen, to be licensed and inspected under the federal Animal Welfare Act. The public comment period closes today. Now the USDA will read and consider all comments before deciding final action on the proposed rule.

“We encourage the USDA to adopt a final rule that is enforceable, effective and covers as many commercial breeders as possible,” says Perry.

If we want to handle overpopulation, lets spend a little more time, money, and effort into RESPONSIBLE pet ownership and more affordable spaying and neutering!

In one of the paragraphs on an email I read, you stated that it will require all LARGE SCALE PUPPY MILLS to have a license. THAT IS NOT TRUE! It will require ALL BREEDERS, hobby or large scale, who sell anything AWAR FROM THEIR HOME/BREEDING AREA OPERATION, to get a license, and have their home intruded upon by the Federal Government, which is against the 4th Amendment in the Constitution! This will DESTROY all hobby breeders who have a very small operation, who raise dogs, cats, gerbils, bunnies in a family oriented, home type environment...it will not allow proper socialization of animals before they go to pet, show, therapy, or special needs educational training facilities to help people who need seeing eye dogs and such! This bill goes totally overboard and should be completely recinded! Sorry for the spelling errors. I am mentally challenged and am speaking from experience. Please don't pass this bill. PLEASE DON'T!!

I'm with you!! These people are being TRICKED by this proposal!! The public needs to research what they are defending! The regulation will make it so that small hobby breeders with 5 breedable females, take these dogs fro their loving couch and bed raised enviromnents and put them in impervious hard crates, no soft bedding, and be raised in cages, NOT the loving homes that we now provide and raise our pets in. The HSUS, APHIS, and the people behind this proposal have one objective, "get rid of all domesticated pets"! target the PUPPY MILLS, not the innocent, lovingly raised house pets of hobby breeders!!

I really thought ASPCA was about protecting animals unlike the HSUS and PETA. This article shows your true colors. You seem to have no concept about the damage the act will have to the world of dogs since it will virtually eliminate all ethical responsible hobby breeders and will have negligible effect on puppy mills. After all, if they really cared about the welfare of animals and the law, they wouldn't be breeding them as they do in the first place. I agree that puppy mills need to be controlled or shut down but the effect of this bill will only harm those who are interested in following the law. A small hobby breeder who produce maybe one litter every year or two but who may well have over four intact bitches cannot afford the requirement set out by this act. Nor would they consider putting their well-bred, home-raised, well-planned puppies in a such a sterile isolated envirnoment. The only answer for them is to not breed at all. Soon all that will be left are the puppy mills puppies from people who care nothing about the proper care of animals. This bill will only stop people from finding well-bred, home-raised, well socialized puppies. It will not stop the irresponsible people who let there unaltered animals roam the street and breeding. It will not stop the irresponsible owner from turning in their dog to the pound and it will not stop the sociopaths out there who take joy in inflicting unimaginable harm to defenseless creatures. I am so disappointed in seeing your position on this that I will not longer be supporting ASPCA.

What can't a reputable hobby breeder not meet in these regs? These are minimum requirments and I would hope that hobby -home breeders would be exceeding USDA regs.!

Then you don't know the first thing about a hobby breeder. These regulation require a breeder with more than 4 intact females to raise puppies in a sterile kennel envirnoment away from where the family lives. Responsible hobby breeders raise their puppies in their homes where they receive constant interaction and stimulation from a home atmosphere. They work at properly socializing their dogs. They spend a lot of money on proper health testing, a lot of time on studying pedigrees to make the right match. They may not breed more than a litter a year or every few years. Put yourself in that place. You love dogs. You show dogs or provide them as service dogs. You breed only to improve the breed and hope the price you may receive will at least cover the cost of producing and nurturing a litter. However, you may have at least four or more bitches. Some too young to even consider breeding, some getting older but not yet spayed, and some who you have not set decided you wnat to breed. Maybe you only have two bitches but you might have a couple intact cats, or some other intact pet. You finally find a stud for your bitch in another state. You've studied his pedigree and know it is a match for your bitch. You know the stud dog breeder only through conversations or maybe you met at a dog show. You've followed the studs progress and you've seen the results of his progeny if he's been used before. Through conversation with the stud's breeder you've decided that the stud fee will be a first pick puppy from the litter. The stud's breeder has followed the puppies growth through constant pictures and other evaluations. She will not be able to visit your home but is confident in your raising a beautiful puppy. When the time comes around 8 wks or later you will ship the puppy to her. When the puppies are born, it will be in a bedroom or "puppy" room IN your house. You will be monitoring constantly for the first several days at least and then bringing them into an area of the house where they can interact with the family. However, if this bill passes, this scenario would require you to build a kennel with solid surfaces. You must put your bitch who has always lived in your house and probably sleeps in your bed in this kennel away from the family and security she know to whelp her puppies in solitude. It is impossible for you to be in that kennel constantly. Afterall, you do have to make a living and that living is not producing puppies by the hundreds. It would cost hundreds, maybe even thousand of dollars to build such a kennel even if you were so inclined or it were possible where you live. There is no conceivable way you would be able to earn back that cost. NOW, would you even consider attempting to breed a litter of puppies in this situation. Well, I wouldn't and there are thousand and thousands of small-hobby breeders who would do the same. OH, backyard breeders who just put any 'ol dog together or even two separate breeds together to give you a designer dog and charge you thousands of dollars will still be there so I guess you don't have any reason to worry.

Amen! I don't breed dogs, but I have been looking all over for the perfect puppy for our family. Until now I had no idea that puppy mills were such a problem. We have began our search online and then after driving several hours to look at our puppy we keep arriving at these "backyard breeders". The puppies are sickly looking and unsociable...scared of human touch. Dogs in cages everywhere and every time we look at the dogs we are lead into a nice clean area and shown only the pups we have inquired about. When we ask to see other pets or want to look around the owners never let us. They always bring the puppies out to us, and because they are unprepared to show us other puppies the puppies are scrounge looking. You can tell its about the money not the animal. I still have yet to find the dog I'm wanting, but now when I research online for a dog I'm looking for "hobby breeders". I want a puppy that is raised in a home where the owners and there children or grandchildren are playing with the pups. I want my new puppy to be rowdy and happy. I want it to run right up to me and try to untie my shoes laces, not hunker down when I got to pick it up. The best puppies just from my experience as a consumer are the ones that are raised inside a HOME. They are cleaner, happier, healthier and more social. Restrictions on "puppy mills" yes...shut them down! I don't feel like the government should stop the sales of puppies and encourage adoption only. Just because your adopting an animal doesn't mean it's had a better life than one in a puppy mill. The government should encourage these "hobby breeders" who truly love their dogs. Today we went to a breeders home who was over 2 hours drive and when we showed up I thought, "wow this is a really nice place", then we pulled in. The breeder met us at the door and we were shown the ONE puppy in an entirely different building than the dogs were being kenneled...at least that is what I thought. As we went in the puppy who resembled nothing of the puppy photo online hunkered down as I tried to pet it. When I mentioned that the puppy looked nothing like the online photo the breeder said, "Well No. That was taken 2months ago"! What?! So then I asked to see other puppies. The breeder was very frustrated and walked into a small room where I could then see all the cages stacked on top of each other with the puppies. She didn't know which puppies belonged to which litters and they were so nasty. We decided to leave WITHOUT a puppy and when we left we saw the cages stacked up in a row of trees with very little protection and then there were the kennels. There were about 10 kennels looked like 10x10 with about 50 dogs in them. This experience is what led me to research puppy mills and then led me to this site. Also the entire time we were looking at the puppies the lady is ranting about proposition B and how she has to give the dogs a health certificated and have them vet checked with current shots (imagine that) when they are over 3 months old! This lady didn't care one bit about the puppies it was about the bottom dollar! ASPCA encourage hobby breeders and top breeders, don't make regulations that hurt them. I found a puppy today from a hobby breeder and the puppies were raised in her home with adults and children interacting with them all day. I watched the video of the rowdy, happy, healthy, clean puppies with their well groomed mother playing...it was a relief to know someone out there cares about their dogs and the puppies they are raising. Now we will drive 3 and a half hours to see for ourselves!

Minimum requirements like my dogs wont be able to cuddle with me on the couch and I won't be able to have puppies in the kitchen lovingly held and cared for every day! Instead these proposed sanctions require me to build concrete kennels to house my dogs in! And the fees required for a hobby responsible breeder are astronomical! I'm a responsible show breeder of dogs that are health tested titled and loved. This movement will put me out of buisness but it won't put mass producers out of buisness this is hurting the wrong people!!!!!

Why haven't all these responsible, loving hobby breeders spoken up during the last 20+ years while the animal-welfare industry has been calling attention to the inhumane practices going on in commercial breeding. Only when there's a perceived potential threat to their "staying in business" are they willing to pipe up. Thousands of dogs have been living and dying in horrendous conditions in commercial kennels all over the country for far too long. These dogs deserve more protections and it's about time they got them. To the breeders who voice so much concern here...all things evolve, including this industry. Times are changing. Lead, follow or get out of the way.

Don't you know you didn't build your business? Obama built it. So let his regulators take over. The federal government can do anything, right?

I volunteer witht he Northwest Boxer Rescue and every month we are taking in female boxers who have been used and abused in puppy mills. These poor babies are over bred for the first 4 years of their lives, and then dumped at a shelter when they are no longer physically capable of caring and delivering another litter of pups. Their poor little bodies are worn out. Something has got to be done. Dogs were not created to be our money making machines. SHUT DOWN PUPPY MILLS.

As long as I live my heart always breaks when I read these cruelty stories of abuse and neglect. There is no punishment severe enough to put these greed filled parasites away. But, I thank and support all the rescues, ASPCA and the Animal Legal Defense for taking care of business. I hope to be part of a rescue some day.

I am a very reputable small hobby breeder. Not only am I reputable, but I go above and beyond most (i.e. I train all my puppies, work with socialization, etc. before sending them to homes. They are raising in a puppy nursery (looks better than most children's rooms), and is probably cleaner than most people's houses as I am a neat freak. First of all, most animals end up in the shelters for only 1-3 reasons (Good dogs that owners can't keep/afford, bad dogs (ill-behaved) that weren't trained by owners, or a breed of dog or mixed breed that has bad behaviors, etc. Mainly, dogs end up in pounds because they are either ill-behaved dogs due to their temperaments either from bad genes, mix breeding, or from owner's lack of responsibility/control. I raise, calm, loving labs. I never had a lab attack a child or attack another dog. In my own family, my brother "rescued" a dog from a pound and it bit my nephew's face-he still has the scar and he was only 2. It was unprovoked. My brother rescued a three-legged dog and he bragged about what a nice dog he had (he paid $200 in adoption fees whereas my nice, calm labs sell for $1000-$1500. Three months later, it tore through the neighbor's chihuhua and cost him a $2700 vet bill. Whether people know it or not, the Humane Society and ASPCA propagate ill-behaved dogs through their own policies of pushing people to adopt only from shelters. Yes, you can get lucky and end up with a good dog, but you can also get screwed. They need to push for responsible pet ownership whether a pet is purchased or adopted through a rescue/shelter. Small scale breeders are not the problem, and their are many, like myself doing it right. None of my dogs are ever in cages... they live in my home, sleep on our couches and beds and when they have their pups, they have a designated puppy nursery. I even pay for "puppy sitting" if I have to step out. They start housebreaking at 4 weeks, which entails me taking out the litter, one or two at a time, at 10PM, 2AM, 5AM, and 7Am for three straight weeks, plus all day. There is no law that states that I have to do this, I do this because I want to raise and breed the best and most well-adjusted and trainable pups as I can. The law would actually make me put my pet breeding dogs in a commercial kennel. There is no one -size-fits all solution as every breeder is different as are the numbers of dogs.

If you are in posession of 1-5 female breading dogs for profit, I do believe you should be subject to control. I have had quite a few dogs in my life and 4 JRTs presently. What I can say about small breeders is that some treat their dogs fine and some don't. Some see they get medical care and others don't. Some have social interaction with the puppies and some don't. All claim that the dogs live with the family but some don't and don't even have minimal living and health conditions. What can I say? If you are a breeder that claims to be a home & family led breeder and you produce more than two litters per year, you aren't fooling me. You should be checked! But this bill is not even going to effect you so why worry about it. Oh and for those who are going to argue with me, have you ever breed dogs? I have under the guidance of a reliable breeder(who feels she should be checked). With one female you can have 2 litters per year(I would never do this though) One litter is usually 3-5 puppies so if one female is producing 10 puppies, don't you think it merrits some sort of control? Okay, let's say you have 2 female dogs and produced 10 puppies and then by accident(it happens a lot more than breeders want to admit) one of them gets pregnant again while you still have those 10 puppies. So now with 3 litters, lets say you got the majority adopted but you have an overlap of 8 more or less of puppies. If you are a small time so called responsible breeder, then you should know how difficult it is to raise these dogs in a healthy, socialised way. Even if they are only with you for a few months and what about the ones who don't get adopted families, they'll just have to stay, won't they? OVERLAPPING occurs all the time and a small time breeder has to really love dogs and be 100% attentive just like they are with their kids. Let's not fool ourselves. Eventhough you may be a responsible breeder, there are plenty out there who aren't, and you know it! Besides the numbers I used as examples here are not even what comes under the bill's amendment. If you are producing and selling less than the amount stated, you will not be considered a commercial exploiter. Therefore, small family businesses will not be affected. As a matter of fact they are desireable. Please read the act carefully. "Puppy Uniform Protection and Safety Act - Amends the Animal Welfare Act to define a "high volume retail breeder" as a person who, in commerce, for compensation or profit: (1) has an ownership interest in or custody of one or more breeding female dogs; and (2) sells, via any means of conveyance, more than 50 of the offspring of such dogs for use as pets in any one-year period. Considers such a breeder of dogs to be a dealer." Another thing to take into consideration is that anyone who provides pets through the internet is irresponsible. Having first contact through internet is good but the follow up must always include meeting of the owner to ensure that the puppy falls into the right hands. Also buying through the internet avoids the responsibility of getting to know the breeders and circumstances. Buyers beware! A puppy is not a product that you can return. It is a living creature that has the beauty and uncanny way of interacting with humans. Having said that, know yourself and know the character of the dog you are getting. Know the breeder and look at their life honestly! I must add that I agree with the person who wrote "save the hobby breeders stop the puppy mills" but let's keep in mind the hobby breeders are also selling for profit and some are not always what they present themselves to be. Okay, so now that we all agree and know that internet providers are just a way for puppy mills to move their merchandise, we should penalise internet co's to be fencers for criminals. I believe the 2 bills to be amended are sound and should be passed.
