We need your help. Many of you already know that puppy mill dogs endure horrible lives of suffering and neglect. But because of a loophole in the Animal Welfare Act, puppy mills that sell puppies exclusively online operate without any federal regulation at all. Dogs are suffering, and it’s time we put an end to the hidden inhumane treatment.

Please Help!
Right now we have a chance to help close this loophole forever. The U.S. Department of Agriculture (USDA) is considering a rule that would regulate online puppy sellers, and we're fighting hard to make sure it's effective. But we need your help today!

Please tell the USDA to start licensing and inspecting puppy mills that sell dogs online. We have a limited time to fight for this rule.

A dog is a dog no matter how you sell it. Whether it is online, or through a pet store. No matter how the dogs are being sold, they deserve the same rights every way. This is absolutely unacceptable.

This is outrageous. Puppy mills should not even exist!!! This kind of breeding is SENSELESS and inhumane!! If you are going to allow puppy mills to exist, they at least need to have laws they need to be abiding by. They need strict regulations just like every other business out there. ESPECIALLY since this business is in the dealing out of LIVING THINGS. This seems like it would be common sense...but apparently it's not. Get your shit together and start licensing and inspecting puppy mills that sell dogs online!!

Puppy mills are sources of extreme neglect and misery for the dogs kept for breeding. So many Americans are still unaware of the fact that their purchasing dogs from stores and online fuels the economic interests of puppy mills. Online animal sales need to be regulated!

I rescued a dog who was a puppy mill momma for eight years. One year, ago, she arrived at my home in horrible condition...matted fur, decayed teeth, a mass on her abdomen and would not make eye contact with us. After one year, she is learning how to be a dog.

Animals should be respected.

As a civilized society there is no excuse for the inhumane treatment of animals. Without dogs where would our species be? Dogs have done so much for man kind the least we could is treat them with the same protection and kindness they have given us unconditionally.

these people need to be put in cages like they do the puppy mill dogs. May God forgive them.

I work at the CT Humane Society and have seen time and time again countless dogs get brought in because they aren't being properly cared for or their owners think that they are too much work. Those dogs who are sold from pet stores coming from puppy mills care WAY more about making money then finding a safe, loving home for their dogs. There is no need for even breeding at this point when our shelters are always filled and countless dogs die every day because no one wants them.

Please make laws more strict for online puppy sales so that puppy mills can stop selling unlawfully to consumers. Puppy mills are horrible and I have heard many terrible horror stories of people who purchased a pup online and it died or suffered terrible illness because of the way they were bred and then brought up living in these horrible places.

We need to everything we can to ensure the welfare and safety of animals, especially since they can't speak up for themselves. It's completely unacceptable for breeders to put money above another's well being, this goes for ALL breeders!

Save dogs from these terrible puppy mills.

Please consider very strong checking of people who sell puppies online. Although there are wonderful, responsible breeders out there, there are also the puppy mill "breeders" that don't care about puppies and dogs at all. Help make that difference obvious and stop puppy mills! Thank you for your time.

I am writing to STRONGLY encourage you to start licensing and inspecting puppy mills that sell dogs online. It is unacceptable that this practice is even allowed, never mind unregulated.

We can't just look the other way when there is so many animals suffering. Whenever we have a chance to save one, we should take it!

There has to be a law to put a Stop of Puppy Mills Now!! The horrible suffering, mistreatment & conditions they are forced to live in is simply animal abuse & must be stopped! The horrible lives they live until they are unable to produce anymore & then killed. It is unreal this has been able to go on this long & it is time to take a stand & be a voice for these poor dogs.

Dear Secretary Vilsack, Thank you for proposing a rule aimed at protecting dogs raised by large-scale, commercial breeders. I support the USDA’s effort to close a loophole that has left many thousands of dogs vulnerable to inhumane treatment without any government or public oversight. While I support the USDA’s effort to close the retail pet store loophole, in order to ensure that all animals are protected, I strongly urge you to require that buyers be allowed to personally observe all animals on the facility’s property and their living conditions prior to purchasing any animal in order for a breeder to qualify for the newly proposed retail pet store exemption. If the USDA intends to exempt a breeder from USDA inspection, all dogs and their living conditions must be open to buyers’ full scrutiny to truly ensure the well-being of all animals, including those used for breeding purposes. This small adjustment to the rule fulfills the original intent of the retail pet store exemption by allowing the public to oversee what the USDA does not. Additionally, I ask that you also ensure this rule absolutely does not impact legitimate rescues or shelters. These groups serve their communities by finding homes for needy animals, do not operate for profit, and were never intended to be covered by the Animal Welfare Act. I commend the USDA for striking an appropriate balance by attempting to exclude hobby breeders while targeting the most problematic large-scale, commercial breeders. Responsible breeders already meet the minimum standards of the Animal Welfare Act and never sell animals without first meeting the prospective buyer. I strongly support the agency’s efforts to close the retail pet store loophole once and for all. However, I urge the USDA to do so in a meaningful way that ensures adequate protection and oversight for all dogs used in the commercial breeding and pet industry.
